JACKSON - State Rep. Bobby Howell, R-Kilmichael, says there is little hope of the state Legislature breaking an impasse on funding Medicaid without tapping into the state's $500 million tobacco trust fund.
"There's no other place to get the money," said Howell in a phone conversation Thursday from the Capitol.
