JACKSON - The three to five seconds it takes to buckle a seat belt is the best way to avoid injury or death in a crash, says the chief of the Mississippi Highway Patrol.
Col. L.M. Claiborne said Thursday that's a good enough reason for a law to require motorists and their passengers to wear seat belts.
