Stacy Regular, 45, 1214 Liddell Circle, was charged in the death of 29-year-old Labrandon Baugh. Regular was denied bond on Thursday.
Regular has been working for the city’s Parks Department.
He was arrested by police on Monday and held in the Leflore County Jail while investigators waited to see whether Baugh would survive his injuries.
On Saturday, after receiving a call about an altercation at the corner of Main and McGehee streets, police found Baugh, who had been beaten with a baseball bat. He was taken to a Jackson hospital by ambulance.
His younger sister, Arielle Hudson, said Monday that Baugh had been declared brain-dead. On Tuesday he was pulled off life support.
According to Deputy Police Chief Marvin Hammond, witnesses saw Regular take something out of Baugh’s pocket after he was beaten. Hammond could not say what may have been taken.
More details about the crime, including a motivation, could not be determined Thursday.
Baugh grew up in Schlater and had worked at the Express Grain oil mill.
“I’m just glad that they finally and actually charged (Regular). It finally gave me a bit of peace,” Hudson said. “I just hope justice will be upheld.”
Regular frequently spoke about the need to stop violence in the community.
He participated in local anti-violence rallies, both as a speaker and listener, and also wrote several letters to the Commonwealth urging residents to take a more active stance against violence.
Baugh’s death marks the fifth homicide of the year in Leflore County and the first that did not involve a firearm.
