JACKSON - Agency and program cuts will be unavoidable when lawmakers begin work on balancing the state's budget next session, says Rep. Cecil Brown.
Brown, D-Jackson, said the difference between the state's available funds and its projected expenditures for next fiscal year is at least $628 million.
