CARROLLTON — Carroll County’s first female tax assessor/collector will take office in January after Pam Mann easily defeated her opponent, Benjamin Shute II, in Tuesday’s general election.
Mann, 49, has worked in the office for 25 years under Wilton Neal, who announced his retirement earlier this year.
