JACKSON - The leaders of Mississippi's health and human service agencies say they need more flexibility when it comes to spending as they continue to stretch their budgets.
Rica Lewis-Payton, director of the Division of Medicaid, said adequate funding and the authority to manage her agency are her top concerns.
