FLORA - The idea of taking the state of Mississippi out of the liquor business has Frankie Tapp concerned.
Tapp and his wife own Flora Wine and Liquors, a small package store - and one of only two - in this town of about 1,600. His trade is steady, although not high volume like his Jackson competitors about 25 miles to the south.
