NOTICE OF SALE
WHEREAS, on November 15, 2013, Hughie Busby executed a certain Deed of Trust to Premier Reverse Closings, Division of Placer Title/NCS, Trustee for the benefit of Mortgage Electronic Registration Systems, Inc. as nominee for Proficio Mortgage Ventures, LLC, its successors and assigns which Deed of Trust is of record in the office of the Chancery Clerk of Leflore County, State of Mississippi in Book 0771 at Page 258; and confirmed by Chancery Cause No. 42ch1:19-cv-00093-wms; and
WHEREAS, J. Gary Massey was appointed Special Commissioner by order of the Chancery Court dated September 3, 2019, in Chancery Cause No. 42ch1:19-cv-00093-wms and was instructed to judicially foreclose on the subject property; and
WHEREAS, default having been made in the terms and conditions of said deed of trust and the entire debt secured thereby having been declared to be due and payable in accordance with the terms of said deed of trust, and the Chancery Court, having requested the undersigned Special Commissioner to execute the trust and sell said land and property in accordance with the terms of said deed of trust and for the purpose of raising the sums due thereunder, together with attorney’s fees, trustee’s fees and expense of sale.
NOW, THEREFORE, I, J. Gary Massey, Special Commissioner, will on February 21, 2020 offer for sale at public outcry and sell within legal hours (being between the hours of 11:00 a.m. and 4:00 p.m.), at the South Door of the County Courthouse of Leflore County, located at 310 West Market Street, Greenwood, Mississippi, to the highest and best bidder for cash or certified funds the following described property situated in Leflore County, State of Mississippi, to-wit:

ENGINEERING SERVICES
(Competitive Negotiation)
The City of Greenwood, Mississippi, hereby requests proposals from qualified firms or individuals for engineering services in relation to its proposed 2020 Community Development Block Grant -Economic Development and Development Infrastructure Program Grant Project applications.
The Scope of Work will consist of preparation of preliminary cost estimates, preparation of plans and specifications for advertisement of bids; evaluation of bids and recommendation of contract award; preparation of the contract in accordance with CDBG, Federal, State and local laws and regulations; conducting pre-construction conference in coordination with project administrator; inspecting construction in progress; and advising the mayor and city council and the project administrator on contractor payments.

Those desiring consideration should submit proposals by the time and date stated and must include the following:
1. Qualifications - List of qualifications of each staff person to be assigned to project.
2. Experience - Information regarding the experience of the firm. This information should include types of project activities undertaken.
3. Capacity for Performance - Identify the number and title of staff available to be assigned to provide services and capacity to perform the work within the time limitations.
4. Familiarity - Knowledge of the type of problems applicable to the project.
All proposals will be rated on the following system to determine the best proposal: Description and Maximum Points: Qualifications - 30; Experience - 30; Capacity - 30; Familiarity - 30; Total: 120 Points.
Proposals will be reviewed by the City Council or their selection committee using the above selection criteria. Each member of the council will assign points to each criterion based on the content of the proposal. Negotiations will be conducted to determine a mutually satisfactory contract first with the firm receiving the highest accumulated points, as rated by the council.
Final award will be made to the responsible proposer whose proposal is determined to be the most advantageous to the Town with a contract contingent upon funding for the project.
Proposals should be in a sealed envelope marked "ENGINEERING PROPOSAL – City of Greenwood – 2020 CDBG-ED/DIP”. Proposals should be submitted to the City of Greenwood Mayors’ Office, 101 West Church Street, Greenwood, MS 38930, or delivered to the City of Greenwood Mayor’s office at 101 West Church Street, Greenwood, MS 38930 no later than 5:00 p. m. on Thursday February 27, 2020. The city reserves the right to reject any and all proposals.
