PUBLIC HEARING NOTICE
RURAL AREA PROGRAM
The Mississippi Valley State University Mass Transit of Itta Bena, Mississippi, is considering applying to the Mississippi Department of Transportation, Public Transportation Division, for assistance through its Rural Area Program to provide public transportation services within the following counties: Carroll, Grenada, Holmes, Humphreys, Leflore, Sunflower, Tallahatchie and Washington. Funding is available to state agencies, local public bodies and agencies thereof, non-profit organizations, operators of public transportation services in locations other than urbanized Area, and, under special circumstances, private operators of public transportation on a competitive basis to undertake eligible transportation activities.
The goals of the Rural Area Program are: to enhance the access of people in non-urbanized Area to health care, shopping, education, employment, public services and recreation; to assist in the maintenance, development, improvement, and use of public transportation systems in rural and small urban Area; to encourage and facilitate the most efficient use of all Federal funds used to provide passenger transportation in non-urbanized Area through the coordination of programs and services; and to provide for the participation of private transportation providers in non-urbanized transportation to the maximum extent feasible.
The purposes for which these funds can be used are capital purchases that include such items as support vehicles, communication equipment, wheelchair lifts, etc.; administrative costs that include such items as salaries, office supplies, insurance, etc.; and operating expenses that include such items as driver's wages, fuel, oil, etc. More specific details regarding eligible activities, program requirements and the program criteria will be provided at a public hearing which will be held at Mississippi Valley State University Mass Transit conference room, on Thursday, January 22, 2026, at 10:30 a.m.
The purpose of this hearing will be to obtain citizen input into the development of the application.

All interested public and private transit and paratransit operators within Carroll, Leflore, Grenada, Holmes, Humphreys, Sunflower, Tallahatchie, and Washington are hereby advised that the Mississippi Valley State University is applying to the Mississippi Department of Transportation, Public Transportation Division, Jackson, Mississippi, for a grant under Moving Ahead for Progress in the 21st Century (MAP-21), Fixing America’s Surface Transportation (FAST) Act, and the Bipartisan Infrastructure Law (BIL) for the provision of public transportation services. Service (is being) (would be) operated within Carroll, Leflore, Grenada, Holmes, Humphreys, Sunflower, Tallahatchie, and Washington. This program consists of elderly, disabled and low-income area residents. The City of Greenwood, Mississippi is accepting sealed proposals from qualified certified public accounting firms to perform a comprehensive forensic audit of city operations for fiscal year 2024-2025.
SCOPE OF SERVICES:
The selected firm will conduct a forensic audit of the following departments and funds for October 1, 2024- January 30, 2026:
• General Fund
• Wastewater Department
• Sewer Department
• Fire Department
• Contingency Fund
The audit shall include examination of financial records, transactions, internal controls, payroll and overtime, compliance with applicable laws and regulations, and identification of any irregularities, fraud, waste, or abuse.
MINIMUM
QUALIFICATIONS:
• Must be a licensed CPA firm authorized to practice in the State of Mississippi
• Experience conducting forensic audits
• Experience with municipal government audits preferred
• No conflict of interest with the City of Greenwood
TIMELINE: Audit must be completed within 90 days of contract execution

NOTICE TO FINANCIAL INSTITUTIONS
NOTICE is hereby given that the Board of Supervisors of Leflore County, Mississippi, will receive sealed bids until 5 p.m. on Friday, February 6, 2026, for the privilege of serving as depository for Leflore County, Mississippi from March 1, 2026 through December 31, 2027. All bids filed shall conform with the provisions of Section 27-105-305 of the Mississippi Code of 1972, as amended, and F.I.R.R.E.A. Any financial institution in Leflore County whose accounts are insured by the Federal Deposit Insurance Corporation, or the Federal Savings and Loan Insurance Corporation may qualify as a COUNTY DEPOSITORY, if such institution meets the requirements of Section 27-105-305 of the Mississippi Code of 1972, as amended. Qualified financial institutions shall place their securities on deposit with the Treasurer of the State of Mississippi as provided in accordance with State statutes.
The Leflore County Board of Supervisors shall require all Leflore County funds available for investment to be invested at the depository quoting the highest rate of interest on the day of investment, without regard to the taxable assets of the various depositories.
