RURAL AREA PROGRAM
The Mississippi Valley State University Mass Transit of Itta Bena, Mississippi, is considering applying to the Mississippi Department of Transportation, Public Transportation Division, for assistance through its Rural Area Program to provide public transportation services within the following counties: Carroll, Grenada, Holmes, Humphreys, Leflore, Sunflower, Tallahatchie and Washington. Funding is available to state agencies, local public bodies and agencies thereof, non-profit organizations, operators of public transportation services in locations other than urbanized Area, and, under special circumstances, private operators of public transportation on a competitive basis to undertake eligible transportation activities.
The goals of the Rural Area Program are: to enhance the access of people in non-urbanized Area to health care, shopping, education, employment, public services and recreation; to assist in the maintenance, development, improvement, and use of public transportation systems in rural and small urban Area; to encourage and facilitate the most efficient use of all Federal funds used to provide passenger transportation in non-urbanized Area through the coordination of programs and services; and to provide for the participation of private transportation providers in non-urbanized transportation to the maximum extent feasible.
The purposes for which these funds can be used are capital purchases that include such items as support vehicles, communication equipment, wheelchair lifts, etc.; administrative costs that include such items as salaries, office supplies, insurance, etc.; and operating expenses that include such items as driver's wages, fuel, oil, etc. More specific details regarding eligible activities, program requirements and the program criteria will be provided at a public hearing which will be held at Mississippi Valley State University Mass Transit conference room, on Thursday, January 22, 2026, at 10:30 a.m.
The purpose of this hearing will be to obtain citizen input into the development of the application.

NOTICE OF SPECIAL ELECTION
City of Greenwood, Mississippi Vacancy in the Office of Council Member for Ward 6
NOTICE IS HEREBY GIVEN that the Mayor and City Council of the City of Greenwood, Mississippi, at their meeting held on January 6, 2026, adopted a resolution declaring a vacancy in the office of Council Member for Ward 6 due to the death of the Honorable Dorothy “Dot” Glenn.
Pursuant to Mississippi Code Annotated § 23-15-857, a special nonpartisan election has been called and ordered to fill the unexpired term of said office.
The special election will be held on Tuesday, February 17, 2026, in the City of Greenwood, Mississippi. The polls will be open from 7:00 a.m. until 7:00 p.m. at the regular polling places within Ward 6.
Qualification of Candidates: Any person desiring to become a candidate for this office must qualify as an independent candidate by filing a petition with the Municipal Clerk at Greenwood City Hall, 101 West Church Street, Greenwood, Mississippi 38930, no later than 5:00 p.m. on January 28, 2026.
The petition must be signed by:
• At least 50 qualified electors residing in Ward 6 (if the population of Ward 6 is 1,000 or more), or
• At least 15 qualified electors residing in Ward 6 (if the population is less than 1,000).
No qualifying fee is required. Candidates must meet all other qualifications for the office as provided by law, including being a qualified elector and resident of Ward 6.
Notice of Candidacy: The Municipal Clerk will certify the names of all qualified candidates. If no candidates qualify by the deadline, or if only one candidate qualifies, the governing authority may dispense with the election and fill the vacancy by appointment. If multiple candidates qualify, the election will proceed as scheduled.

South Delta Planning and Development District, Delta Workforce Development Area is issuing Request for Proposals (RFP’s) from qualified service providers to provide services under the Workforce Innovation and Opportunity Act (WIOA) of 2014 for the 14 counties in the Delta Workforce Area: Bolivar, Carroll, Coahoma, Holmes, Humphreys, Issaquena, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica and Washington. The RFP will be for the MYSTATUS In-School and Out-of-School Youth Services, pursuant to the requirements and conditions of the Workforce Innovation and Opportunity Act of 2014 and applicable regulations and policies of the State of Mississippi and the Delta Workforce Development Area. Request for Proposals will be issued on January 21, 2026 with a due date of February 26, 2026 at 3:00 p.m. at the issuing office and can be accessed on-line at www.sdpdd.com. Proposals received after this deadline will not be considered responsive to the RFP’s. Facsimile (fax) or e-mail transmissions will not be accepted. Proposals postmarked prior to February 26, 2026, but received after that date will not be considered. One unbound proposal and one electronic PDF copy on a USB flash drive must be submitted.
