AN ORDINANCE AMENDING CHAPTER 28 OF THE CODE OF ORDINANCES OF THE CITY OF GREENWOOD, MISSISSIPPI, TO ESTABLISH A FRANCHISE FEE AND PERMIT SCHEDULE FOR PRIVATE SOLID WASTE COLLECTORS
WHEREAS, Section 28-6 of the Code of Ordinances provides that private collectors may engage in solid waste collection only with a permit issued by the City; and
WHEREAS, unauthorized operations by outside vendors have resulted in significant lost revenue to the City, estimated at $52,44.00 in the 2025-26 fiscal year; and
WHEREAS, establishing a permit and franchise fee structure will ensure fair compensation for the use of City infrastructure, promote compliance, and support municipal services; and
WHEREAS, similar structures are used in other Mississippi municipalities to regulate private collection while generating revenue;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GREENWOOD, MISSISSIPPI:
Section 1. Chapter 28 - Solid Waste and Recycling, Article I - In General, of the Code of Ordinances is hereby amended by adding a new Section [28-8] to read as follows:
"Sec. [28-8]. - Nonexclusive franchise permits and fees for private collectors.
(a) Any private collector seeking a nonexclusive franchise permit under Section 28-6 shall pay the following fees:
1. Annual Franchise Permit Fee: $1,200.00;
2. Annual Non-Refundable Franchise Pre-Payment: $15,000.00;
3. Franchise Fee: 20% of gross receipts from services provided within the city limits, payable quarterly;
(b) Permitted collectors must provide a quarterly list of clients served within the city limits to the City Clerk for verification and auditing purposes. Applicants shall also post a performance bond of at least $5,000 and maintain liability insurance as required by the City.
(c) Failure to pay fees or provide required information shall result in franchise revocation and prohibition from operating within the city. Fees are in addition to any other applicable taxes or charges.
(d) The City Council may adjust these fees by resolution as needed to reflect costs and market conditions."
Section 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.
Section 3. This ordinance shall be published in accordance with Mississippi Code § 21-13-11 and shall take effect and be in force one (1) month after its passage, as provided by law.

Project Management Services for New High School Construction
1.INTRODUCTION
The Greenwood Leflore Consolidated School District is soliciting proposals from qualified and experienced Project Management firms or individuals to oversee the planning, coordination, and execution of the construction of our new high school facility. The selected Project Manager will serve as the district's representative throughout the design, construction, and closeout phases.
2. PROJECT OVERVIEW
The new high school will be located on the school district’s property on Cypress Avenue. The project is expected to include:
• Site development & Construction
• Academic classrooms
• Science and technology labs
• Athletic facilities
• Administrative offices
• Cafeteria and common spaces
Estimated project timeline: February 2026 -August 2027 Estimated construction budget: $44,000,000
3. SCOPE OF SERVICES
The Project Manager will be responsible for providing comprehensive project oversight, including but not limited to:
