North Carrollton Mayor Ken Strachan welcomes a representative of the Mississippi National Guard on Main Street in North Carrollton on Sunday afternoon. Strachan, who is Carroll County's emergency management director, requested the Guard and by executive order sent 3,000 gallons of water with the Guard's tanker to Black Hawk to help those on the Pelucia Water System.
