In response to Tim Kalich’s “Congress can’t fix culture” (Dec. 13):
Mr. Kalich wrote: “Poor communities generally produce poor schools. Poor schools produce poor graduates (or dropouts), who help keep the communities poor. And so it goes on and on for generations.
“How do you fix it?”
