Mississippi's new governor inheriting troubled prison system

Mississippi National Guard soldiers remove ceremonial howitzers from the Capitol grounds as rain begins to fall, Monday, Jan. 13, 2020, at the Capitol in Jackson, Miss. The guard was to fire a 19-gun salute at Tuesday's outdoor inauguration of Gov.-elect Tate Reeves. However, because of rain, contingency plans were enacted to instead hold the inauguration ceremony in House chambers Tuesday morning.
